The meeting was held on Sunday, 8 July 2007, at Eilis O'Boirne's home in Berkeley. The meeting started at 12:35 pm and ended at 2:30 pm. In attendance at this meeting were: Eilis O'Boirne, Vesper; Frederick of Holland, Banner; Wilhelm von Homburg, Baldric/Sable Swan; Owen ap Morgan, Latimer; Astrith of Swansvale, Brachet; Walraven van Nijmegen, Exchequer to the College; Emma FitzWilliam, Acting Silver Gull Pursuivant; Gaius M.L. Auklandus, Maxen ap Morgan, and Na'arah bat Avraham, Pursuivants at Large; and Vigdis vestfirzka, Matins.
COLLEGE OF HERALDS MEETINGS
The upcoming meetings are: are September 9, October 21 and November 18.
The tentative schedule for meetings in 2008 is January 6, February 3, March 16, April 13, May 18,
June 8, August 16 (SAT!), September 21, October 26 and November 16.
Meetings start at noon.
The Fall Herald's Collegium will be November 17, 2007.
The Spring Heralds' Collegium will be March 15 and 16, 2008.
In general, meetings will be held at Eilis’ house (2322 Russell Street, Berkeley CA 94705; 510-486-0633 -- call for directions). “Road show” meetings will be announced well in advance.
Anyone who is bringing a walk-in submission should contact Matins in advance, no later than the Monday before the meeting. This is especially important if the submitter has previous submissions, since the files are stored in a remote location. If you are bringing the paperwork for a submission to a meeting, please plan to arrive by 11:00 am to allow the file to be set up.
We are researching some of the name submissions beforehand through an email list, wknames@yahoogroups.com. This list is open by request to heralds in the West Kingdom who are interested in onomastic (name) research. To join the list, please subscribe at wknames-subscribe@yahoogroups.com.
REPORTS
Frederick Banner: Courts are happening; Their Majesties are joy to work with. The Ceremony Book is in good order. Western White Scarf is being worked on.
Astrith Brachet: Business has been light, but now that some of the "regulars" are going out of town, it has gotten busy. People who can possibly attend are being encouraged to attend in the next few weeks. Notification of cancelled meetings will be made on WKHeralds.
Owen Latimer: Table was busy at June Crown; there was a report that someone left "upset", but this report has not been confirmed. There is a new Latimer bibliography separated into "active" and "inactive". Owen will investigate some book purchases. The draft instructions are ready to be used.
Wilhelm Baldric: write up the Spring Tri-Kingdom Collegium. Suggestions to Wilhelm on classes, etc. Videotape courts, fields.
Fall Collegium: still checking for sites in the South Bay, but Letitia's place is a fall-back site. Senior staff year-in-review in the AM; looking for class suggestions. Awards list submission, review of new forms, managing volunteers.
Gillian Seawolf: recruiting heavily for fall Coronet; working up ceremony for Coeur d'Azure.
Sable Swan: Cynaguan Ceremony Book is updated - the Black Wing is included. Sucessors: Elysant is only deputy, but does not want to be successor. Brendan thinking, wants to see how school goes. Still accepting deputies. Three tournaments next weekend.
ANNOUNCEMENTS
Submission Forms - As of May 2007, Laurel is requiring all submissions to be made on the new submission forms. No old forms will be accepted after May 2007. The new forms are on the Kingdom web site NOW. There are a number of changes on the new forms.
Name Form - If you check the authentic box, your name will be changed to be authentic even if it would otherwise be passable in its submitted form. The forms no longer have a place for alternate names. Badge Form - The badge form is now square. Branch Name Form - There is now a separate Branch Name Form to remind branches of the need for a petition, etc.
New instructions are being prepared for distribution with the new forms. We are making some changes to our submission procedures to accommodate changes by Laurel, such as requiring a line drawing for devices and badges to allow scanning into OSCAR.
For name submissions, we need two copies of all name forms and all documentation source printouts and/or photocopies. For device and badge submissions, we need four colored copies plus an uncolored line outline. Please use colored felt tip markers. Please do not use colored pencil, pastel colors, crayons, color printers or color copiers. The artist's signature is required, but the submitter's signature is not required. If you are using restricted or non-standard elements or any other supplemental matters, we need two copies of your supplemental paperwork.
Please make sure that all submitters print their e-mail addresses clearly. A single mistaken letter makes the e-mail address useless.
UPCOMING EVENTS
We will continue to hold voice heraldry training sessions at the beginning of
events to encourage involvement at the event.
The 2008 Known World Heraldic and Scribes Symposium will be held in the Kingdom of Drachenwald (London, England) on September 5-7, 2008, which is Labor Day weekend.
PERSONNEL -- POSITION CHANGES:
SUBMISSION REQUIREMENTS: Submission fees are $8 per name, $8 per device, $8 per badge and a name and device registered at the same time will cost $15 instead of $16. There is no fee for resubmission of a returned item. Submissions require 2 copies of the name form and documentation, 4 colored copies and 1 black and white of the device form, and 4 colored copies and 1 black and white of the badge form, as applicable. Required documentation includes printouts of any web pages cited – including reports from the Academy of Saint Gabriel – as well as copies of the title page and cited pages from any books that are not standard heraldic references. The submission forms for the West Kingdom College are now available from Matins or the Kingdom consultation table or by following this link: http://heralds.westkingdom.org/Register.htm#Forms. Completed forms should be sent to Matins at the College address.

BRACHET MEETINGS
These meetings comment on heraldic submissions from other Kingdoms. Please consider
attending – you do not have to be able to attend every week. They are a fast way to
learn how the Rules of Submission work and how to research armory. The Brachet meetings

CYNAGUAN COMMENTING MEETINGS
A training and commenting meeting is being held in Cynagua to promote and encourage interest in
book heraldry and raise the level of general heraldic knowledge along the eastern side of the kingdom.

Argent, in pale three holly leaves vert stems conjoined in pile issuant from six torteaux conjoined three, two and one.Registered September 1990 with the blazon Argent, three holly leaves vert stems conjoined and issuant in base from six torteaux conjoined three, two and one, the blazon did not clearly indicate that the torteaux are co-primary charges, nor did it describe the orientation of the holly leaves. We have corrected these omissions.

Azure, a dragon displayed Or, a chief ermine.Registered March 1975 with the blazon Azure, a dragon forcene affronty, wings semidisplayed Or, a chief ermine, we have reblazoned the device to clarify the dragon's posture.
Rowena d'Anjou. Reblazon of badge.
Azure, on a pile inverted argent a swan naiant affronty, wings elevated and addorsed, head to sinister sable.Registered in November 1979 with the blazon Azure, on a pile inverted argent a swan affrontée, wings addorsed, head to sinister, sable, it is currently listed in the O&A as a device with the note "should have been changed/released?". While we agree that this most likely should have been released, we are reluctant to do so at this late date without Rowena's permission. We have therefore redesignated it as a badge and reblazoned it to clarify the posture of the swan. This blazon is similar to that of her device, which was registered in May 1980, Azure, on a pile inverted throughout between two fleur-de-lis argent a swan naiant affrontée, wings elevated and addorsed, head to sinister, sable. The swan is identical in both pieces of armory.

Olivia Bunny (Winter's Gate) New Name and Device
The name was submitted as Olivia the Bunny - "the" was dropped to register the name. Olivia is found as a female given name in Shakespeare's "Twelfth Night", which was written between 1599 and 1601. The first recorded production of "Twelfth Night" was February 2, 1602 (http://www.william-shakespeare.info/shakespeare-play-twelfth-night.htm). Bunny is found on p.72 of Reaney & Wilson at Bunney, Bunny - it is dated in the spelling to Richard Bunny in 1309.Or, a brown rabbit salient proper, a bordure vert semy of cinquefoils Or.
Quentyn Ayerie (Southern Shores) Device Resubmission to Laurel
His most recent submission of Quarterly sable and gules, an oak tree eradicated and on a chief Or, three compass stars gules was submitted to Laurel on our 3/07 letter, but was withdrawn at the submitter's request in 5/07. This submission was included on the West Kingdom LOI of 2\07. Commenters on OSCAR have indicated a conflict which is not included in the written O&A because there hasn't been a print update since June 2004, which hampers our ability to perform heraldic research. Rather than waiting to receive the rejection, the submitter hereby withdraws this submission and will resubmit his device next month.
